Does this mean it is over?

Good day house, please I need your opinion on how to go about this. I am a 32 years old lady in 7 years’ relationship that seem not be going anywhere. My guy works in an oil company, he is financially okay and he is a hunk of a guy as well but when I started to date him, he had nothing. In fact, he had just come out from uni then, I was the feeding him, I accommodated him in my apartment for good 2 years before he could stand on his feet. I love him so much and I can't wait to marry him so I called him last month and told him that we needed to know what we were doing that we weren’t getting any younger and that my entire family are asking questions. When I told him, he said okay that I should start making plans and seeking vendors for our wedding. I have been doing that since, I have even gotten my wedding dress and bought a ring that I have been wearing just to prove to my friends and family that he has proposed but since that last time we talked about marriage, he has been avoiding me and I noticed just yesterday that he has a new lady. He posted her picture on Instagram, and was wishing her happy birthday and he wrote an epistle on how happy she makes him feel. To be honest I am confused, I don’t know what to do. I called him severally yesterday but he didn’t respond. I am really confused please, does this mean that I am just wasting my time and he doesn’t love me. Please house, how should I react to this, should I go to his house or office to meet him?
